Yes, it does. It appears as a greyish sphere, and its nature is to favor neither good nor bad — there's no impulse to do something wholesome, and equally no impulse to do something unwholesome. When it bears fruit, the result is neither good nor bad. This scatters the mind, leaving it unable to do good and equally unable to do harm, because doing harm requires an unwholesome trigger to direct it, and doing good requires a settled point in the mind that draws merit in. The neutral sphere is neither of these — it simply scatters, finding no settled point, no trigger of any kind. Whatever anyone suggests, the mind just drifts along — eating, playing, wandering, scattering endlessly — leaving both resources and time spent without producing any real benefit.

Most people spend as much as 90% of each day under this neutral sphere, since it has its own recurring turn as well. Throughout each day, from morning to night, the neutral sphere keeps bearing its fruit continuously, and at the same time we're simply unable to do good the whole time either. That's why most people spend the greater part of their lives under this neutral influence — with the exception of those who devote themselves seriously to building perfections, and even they remain subject to its turn, not exempt from it entirely. This is exactly why it's so difficult for people in this world to build up good causes continuously.
