Of course it has an effect. If it did not, the art of prediction would not be able to foretell anything at all. The Buddha himself confirmed this: some things can be predicted, and some things cannot.
The law of kamma can be predicted, because it has already been completed — and what is already complete can be foretold. The Law of the Three Characteristics, however, cannot be predicted at all, because it is a contest among three forces of nature. No one can know in advance which force will prevail at any moment, or what it will then direct and dictate.
These three forces of nature use and the Law of the Three Characteristics to govern all beings. The law of kamma governs continuously from the past through each unfolding present moment. The Law of the Three Characteristics then takes over within each present moment governed by kamma, compelling beings to create causes — causes that are then stored up to bear fruit in the near or distant future.
Why the turning point tends to come after a birthday
A life's turning point tends to follow a birthday because people, since ancient times, have placed importance on birthdays. But this is not true of every birthday — only in certain years does the birthday celebration itself become the occasion for creating a good or a bad cause. Celebrating in a wholesome way is guided by ; celebrating in an unwholesome way is guided by demerit. Either way it brings a result in the future — though again, not every year, only some years.
In those particular years, a kind of backdrop arises to point us toward it — feeling, as it does, like our own idea — letting us sense that this year, after our birthday, something good will happen. But again, this too is not every year — only in some years.
