The Wheel-Turning Treasure Within the Sphere of Merit: A Refined Thing Present in Everyone
They are different. The wheel-turning treasure within the sphere of merit is present in everyone — of any nationality or religion; humans, devas, brahmas, formless brahmas, the , and nibbana all have it. It's called 'wheel-turning' because it has a retinue of : the jewel-elephant, jewel-horse, jewel-general, jewel-treasurer, wheel-jewel, jewel-queen, and jewel-orb. It manages our resources — both the refined ones within the sphere of merit, which hold the pure Dhamma-element for clearing im and refined treasures for drawing the coarse treasures of the world into our life — all according to the blueprint set.
A Wheel-Turning Monarch: A Person of Merit Born as a King
A wheel-turning monarch, by contrast, is a person of merit who can attain the status of a wheel-turning monarch. Normally they are an ordinary king; but when the time comes for the blueprint to ripen, from an ordinary king their merit yields the status of a wheel-turning monarch. The wheel-jewel appears in the east, and people see it as though two suns had risen at once, but the wise say it is the wheel-jewel — the treasure paired with the king's merit. The ministers hurry to the palace and invite the king to observe the Uposatha precepts to receive the wheel-turning treasure. The king enters the Uposatha hall, reflects on the purity of his own morality, and the stream of merit flows through, bringing purification and liberation. When the merit is complete, the wheel-jewel floating in the sky floats into the palace and settles there, and the wheel-turning monarch's treasures arise through the powers of the seven treasures. A wheel-turning monarch thus has a coarse-world existence, while the wheel-turning treasure within the sphere of merit is a refined thing.
